In a small organisation or unit, each person has to make an equal contribution to the overall success. Any difficulties with under-achievers can be more easily managed within a large organisation; in a small organisation even one unreliable person can cause a serious problem, with detrimental effect on overall performance. You must recruit competent and committed core staff, but many small organisations rely on volunteers, which makes for more complex staffing issues.
